Artykuł zawiera przegląd wybranych powiązań pandemii COVID-19 z teoriami ryzyka. W pierwszej kolejności przedstawiono podstawowe pojęcia dotyczące przygotowania i mobilizowania sieci podmiotów polityki publicznej do wspólnych działań w warunkach niepewności. W dalszej części omówiono zagadnienie gotowości na ryzyko wystąpienia pandemii i jej zwalczania. Następnie przedstawiono wybrane możliwe efekty społeczne, gospodarcze i polityczne pandemii COVID-19. W podsumowaniu wskazane zostały rekomendacje dotyczące zarządzania podmiotami publicznymi na dalszych etapach rozwoju pandemii i w okresie po pandemii oraz propozycje dalszych kierunków badań. // The article (...) presents an overview of selected connections of the COVID-19 pandemic with risk theories. The study first explores the basic concepts of preparing and mobilizing networks of public policy actors to act together under conditions of uncertainty. The following section discusses the pandemic risk preparedness and fighting. Then, selected possible social, economic and political effects of the COVID-19 pandemic are discussed. In summary, recommendations regarding the public management in the further stages of the pandemic development and in the post-pandemic period were indicated, as well as proposals for further research directions. Population policy has taken two divergent trajectories. In the developing part of the world, controlling population growth has been a major tune of the debate more than a half-century ago. In the more developed part of the world, an inverse pattern results in the discussion over the facilitation of population growth. The ethical debates on population policy have primarily focused on the former and ignored the latter. This paper proposes a more comprehensive account that justifies states’ population policy interventions. We (...) first consider the reasons that support pro-natalist policies to enhance fertility rates and argue that these policies are ethically problematic. We then establish an ethics of population policy grounded on account of self-sustaining the body politic, which consists of four criteria: survival, replacement, accountability, and solidarity. We discuss the implications of this account regarding birth-control and pro-natalist policies, as well as non-procreative policies such as immigration, adoption, and unintended baby-saving strategies. This article presents Mencius' concept of human dignity in the Chinese Confucian moral tradition, focused on the context of long-term care. The double nature of Mencius' notion of human dignity as an intrinsic quality of human beings qua being human is analyzed and contrasted with the dominant Western account of human dignity as grounded in personhood. Drawing on the heuristic force of an interview with an elder person in Hong Kong, the insights of the Mencian theory of human dignity are (...) used to provide a moral foundation for long-term care for elder persons in a context of diminishing personhood and shrinking autonomy. This article calls into question the simplistic identification of modern technology with quantitative efficiency in order to develop three main themes. First, I establish that technology, broadly construed, is the use of knowledge and resources to meet specific human needs. Accordingly, dominant technical practice that favors efficiency and numerical criteria and discriminates against other technologies should more appropriately be called “technology of technology.” Second, I delineate how dominant practice in engineering is an exemplar of technology of technology, when it becomes (...) socially ambitious while remaining technically provincial and bears upon our personal and institutional life. Third, I illustrate what I call the “subjugated technical practice,” which exists under the rule of the dominant technical practice. Recognizing the importance of subjugated technical practices to engineering, I propose the concept of “critical technology of technology,” which is intended to advance technological alternatives and make critique an essential part of our technological world. The history of the idea of biological progress shows that it is not a selfexplanatory category, so a clear definition is required. Biological progress exists if: “more progressive” is defined as “more complex” – in that case evolution is synonymous with progress, i.e. development from simple to complex, from homogeneous to heterogeneous; we perceive the expression “more progressive” as more successful in relation to the environment, in these terms some groups in the history of life were more progressive because/so that (...) they survived, while others were retrogressive or less progressive because/so that they died out; on the other hand, within their ecological niches, certain forms of life are perfectly adapted to their environment as long as it is stable ; we take the span or reach of a potential adaptation of populations as a measure . However, there is no active, innovative problem solving in relation to the environment either with plants or animals – only the variability mechanism / selection is in place, automatism, instinct. In the light of the above-mentioned biological criteria, man is the most complex living creature by his constitution , he is the least dependent on the environment and can be innovative in relation to the environment. Man is the only living creature capable of establishing an active relationship with the environment through his special tool – culture. Considering the level of organization and quantity of information, the mammal genome is more progressive than the bacterium genome, while the human genome comprises most information which makes man the most progressive living thing. We can talk about biological progress if we define progressiveness as advancement toward complexity of organisation, but sometimes thesimplification of structure enables survival. It seems that we can talk about progressivenessin biology only if we accept the anthropic principle – that is why only cultural progress is possible. Information is the link between biological and cultural-anthropological successfulness . Biological information is a “complete” piece of information to an animal . To a human being, it is only a condicio sine qua non for the reality of human spirit which receives, keeps and generates information. Progress can be measured according to the capability ofestablishing an active and innovative relationship with the environment, but only within some sort of anthropocentric outlook which is a criterion of value. It is not possible to talk about progressiveness of life if man is not the measure of all things.Povijest ideje biološkog napretka pokazuje kako to nije samorazumljiva kategorija, pa se traži jasna definicija. Biološki progres postoji ukoliko: “naprednije” definiramo kao “složenije” – evolucija je tada sinonim napretka, tj. prelaženja iz jednostavnijeg u složenije, iz homogenog u heterogeno; “naprednije” shvatimo kao “uspješnije” s obzirom na okoliš; u tom smislu neke skupine u povijesti života bile su naprednije jer/pa su opstale, dok su druge bile nazadnije ili manje napredne pa/jer su izumrle; s druge strane unutar svojih ekoloških niša pojedini oblici života savršeno su prilagođeni svojem okolišu dokle god je on stabilan ; kao mjerilo uzmemo raspon ili širinu moguće prilagodbe populacija jer tada postoje razlike; ipak ni u biljaka ni u životinja tu nema aktivnog inovatorskog rješavanja problema okoliša, nego djeluje samo mehanizam varijabilnost/selekcija, automatizam, nagon. U svjetlu gore navedenih bioloških mjerila čovjek je svojim ustrojstvom najsloženije biće , najmanje je ovisan u odnosu na okolinu, može se novativno nositi spram okoline. Čovjek je jedini kadar za pravi aktivni odnos prema svom okolišu putem specifičnog oruđa kulture. S obzirom na stupanj organizacije i količinu informacija, genom sisavca je napredniji od genoma bakterije, a genom čovjeka raspolažes najviše informacija, pa je on po tome najprogresivnije biće u prirodi. O biološkom progresu možemo govoriti ako progresivnost definiramo kao porast složenosti organizacije, no ponekad pojednostavljenje građe omogućava preživljavanje. Čini se da o progresivnosti u biologiji možemo govoriti samo usvajajući princip antropičnosti, zato je u svijetu moguć samo kulturni progres. Posjedovanje informacije je veza između biološke i kulturno-antropološke uspješnosti . Posjedovanje biologijske informacije za životinju je “potpuna informacija” , dok je za Čovjeka samo condicio sine qua non za zbiljnost ljudskog duha koji dobiva, posjeduje i stvara informaciju. Progres je moguće mjeriti prema sposobnosti aktivnog i inovativnog odnosa spram okoliša jedino u nekoj vrsti antropocentričnog obzora koji u središtu ima mjerilo vrijednosti. Are there objective moral truths, i.e. things that are morally right, wrong, good, or bad independently of what anybody thinks about them? To answer this question more and more scholars have recently turned to evidence from psychology, neuroscience, cultural anthropology, and evolutionary biology. This book investigates this novel scientific approach in a comprehensive, empirically-focused, and partly meta-theoretical way. It suggests that while it is possible for the empirical sciences to contribute to the moral realism/anti-realism debate, most arguments that have so (...) far been proposed fail (because they misrepresent, cherry-pick, or overlook the invalidity of (parts of) the available scientific evidence). The book’s main chapters address five prominent science-based arguments for or against the existence of objective moral truths: the argument from moral disagreement, the evolutionary debunking argument, the sentimentalist argument, the presumptive argument, and the projectivist argument. Thomas Pölzler investigates in which sense the underlying empirical hypotheses would have to be true in order for these arguments to work, and then shows how the available scientific evidence fails to support them. Finally, he makes suggestions as to how to test these hypotheses in a more valid way. Moral Reality and the Empirical Sciences is an important contribution to the moral realism/anti-realism debate that will appeal to philosophers and scientists interested in moral psychology and metaethics. Increasing concerns have been raised regarding artificial intelligence (AI) bias, and in response, efforts have been made to pursue AI fairness. In this paper, we argue that the idea of structural injustice serves as a helpful framework for clarifying the ethical concerns surrounding AI bias—including the nature of its moral problem and the responsibility for addressing it—and reconceptualizing the approach to pursuing AI fairness. Using AI in healthcare as a case study, we argue that AI bias is a form of (...) structural injustice that exists when AI systems interact with other social factors to exacerbate existing social inequalities, making some groups of people more vulnerable to undeserved burdens while conferring unearned benefits to others. The goal of AI fairness, understood this way, is about pursuing a more just social structure with the development and usage of AI systems when appropriate. We further argue that all participating agents in the unjust social structure associated with AI bias bear a shared responsibility to join collective action with the goal of reforming the social structure, and we provide a list of practical recommendations for agents in various social positions to contribute to this collective action. This collection of papers explores one of the central debates in the field of bioethics in the new century. I show how the Taoist philosophy, as examplified by both Lao Tzu and Chuang Tzu, is capable of providing a metaphysical foundation for environmental ethics. The Taoist concept of nature, the notions of ontological equality and axiological equality of beings, together with the doctrine of Wu Wei can fulfil, at least in a preliminary way, our purpose. The aim of this paper is to examine whether and how business ethics is connected with the well-being of a nation. There has been active research in the well-being of nations across the globe in the last two decades, resulting in substantial theoretical progress and a wealth of empirical data on the well-beings of different nations across the globe. Dissatisfied with the conventional measures such as the GDP, well-being researchers have been developing alternative measures that can better capture the true (...) nature of the well-being of a country. The paper begins by examining why the GDP is inadequate as a good measure of the well-being of a country. Major alternative proposals on well-being or similar measures are summarized. Objective well-being of a nation refers to the conditions of well-being of a country. Subjective wellbeing of a nation is the perceptions of its citizens with regard to their satisfaction with the major conditions of living in that nation. The paper presents two central arguments leading to the conclusion that business ethics is an integral part of the well-being of a country. The first argument utilizes the concept of workplace well-being to establish the linkage. The second argument uses evidence from a recent survey of the perceptions of Taiwanese people on business ethics in relation to the well-being of a nation. The paper also reveals that common values tie the two together at a deeper level. (shrink)

The effective controlling and monitoring of an industrial process through the integration of statistical process control and engineering process control has been widely addressed in recent years. However, because the mixture types of disturbances are often embedded in underlying processes, mixture control chart patterns are very difficult for an SPC-EPC process to identify. This can result in problems when attempting to determine the underlying root causes of process faults. Additionally, a large number of categories of disturbances may be present in (...) a process, but typical single-stage classifiers have difficulty in identifying large numbers of categories of disturbances in an SPC-EPC process. Therefore, we propose a two-stage neural network based scheme to enhance the accurate identification rate for MCCPs by performing dimension reduction on disturbance categories. The two-stage scheme includes a combination of a NN, support vector machine, and multivariate adaptive regression splines. Experimental results reveal that the proposed scheme achieves a satisfactory AIR for identifying MCCPs in an SPC-EPC system. (shrink)

In the field of educational administration there have been several years of active debate over how America's school systems are run. Contemporary educational administrators have been forced to reflect not only on educational policy and practice, but on the very nature of their position. How does administration contribute to the type of society we have? In what ways does it impede or enhance our cultural ideals and values? "Paradigms and Promises" offers an unorthodox solution by presenting administration as an arena (...) for critical reflection and humanistic action, rather than a more technically-oriented style of management. Foster's critical analysis is premised on an understanding of the relationship of theory to practice, and as he provides alternative theories, he sheds new light on educational administration. Orthodox administrative theory receives heavy criticism in this text. Foster employs progressive critical theory as well as conventional analyses in critical appraisal, and advocates a dialectical concept, through which administrators, teachers and students are encouraged to challenge and question each other - the eventual result being a more responsive, democratically-run system. This phenomenological research investigates how it is possible to determine the extent to which a chromatic colour appears white and black in order to use it to build a new Colour Rendering Index. We tested two methods of subjective evaluation; in the first, the perceptual presence of white (and black) in a colour alone was assessed on a unipolar intensity scale, independently for the two attributes. In the second method, evaluations of whiteness (and blackness) were conducted for colours presented in (...) a sequence ordered from the least to the greatest presence of the respective attribute. In both tests evaluations were made either by moving an arrow on a slider from left (minimum) to right (maximum) or by choosing a grey cylinder that matched the same degree of similarity to white (and black) as the test colour. In four experiments, 16 colours of 4 hues and 4 different shades were studied; in a fifth experiment, 48 colours, 12 for each quadrant of the colour wheel, were studied; finally, in another test, 10 greys were studied. In the first three experiments, the results were unexpected, as the evaluations of whiteness and blackness were complementary, adding up to 100%, while in the current NCS, 100% includes not only the evaluation of white and black but also that of chromaticness, therefore white and black are not complementary. In the fourth and fifth experiments, the sum of the evaluations of white and black was always less than 100%, in accordance with the present NCS. In the last experiment, the evaluations of white and black given independently to the 10 greys samples were complementary, confirming the bipolar nature of white-black continuum. Suggestions have been provided to resolve the discrepancy between the results of this research and the structure of the current NCS. (shrink)

This essay aims to provide a philosophical analysis of the Chinese concept of cheng (sincerity) as a political virtue that could be incorporated to ground a duty of civility in liberal deliberative democracy. It is argued here that the virtue of sincerity is an essential feature of the liberal political culture taken for granted by Rawls in his theory of public reason. Ideal procedures and public discourse are not sufficient to generate civic virtues. The goal of this essay is to (...) show how, in the Chinese conception, the root of civility lies in the virtue of Cheng, which can provide the moral grounding for a duty of civility that is essential to sustaining the stability and overcoming the problem of defection from support of the common good in pluralistic states. As the exploration of namelessness in Heideggerian philosophy plays a crucial role in bridging the gap between East and West, a brief comparison concerning the idea of namelessness and its underlying philosophy of language between the Heideggerian and the madhyamaka Buddhist tradition (...) will also be discussed. Philosophical naturalism faces a dilemma: take it as an ideology, and you face charges of internal incoherence, since the ideological stance itself does not look to be a deliverance of science. Forgo the ideological aspect, on the other hand, and naturalism becomes a merely subjective assessment, a cry of “yay for science!” that carries no normative weight for those who are not inclined to agree. I first argue that both horns of this dilemma are sharp, and that current attempts to (...) negotiate them have failed. I then give a plausible construal of methodological naturalism that is both ideological and internally coherent, and so threads this dilemma. Electric-mechanical equipment manufacturing industries focus on the implementation of intelligent manufacturing systems in order to enhance customer services for highly customized machines with high-profit margins such as electric power transformers. Intelligent manufacturing consists in using supply chain data that are integrated for smart decision making during the production life cycle. This research, in cooperation with a large electric power transformer manufacturer, provides an overview of critical intelligent manufacturing technologies. An ontology schema forms the terminology relationships needed to build two intelligent (...) supply chain management modules for the IM system demonstration. The two core modules proposed in this research are the intelligent supplier selection and component ordering module and the product quality prediction module. The intelligent supplier selection and component ordering module dispatches orders that match the best options of suppliers based on combined analytic hierarchy process analysis and multiobjective integer optimization. In the case study, the intelligent supplier selection and component ordering module demonstrates several acceptable Pareto solutions based on strict constraints, which is a very challenging task for decision makers without assistance. The second module is the product quality prediction module which uses multivariate regression and ARIMA to predict the quality of the finished products. Results show that the R square values are very close to 1. The module shortens the time for the company to accurately judge whether the two semifinished iron cores for the product meet the quality requirements. The component supplier selection module and the finished product quality prediction module developed in this research can be extended to other IM systems for general high-end equipment manufacturers using mass customization. Cílem článku je prozkoumat otázku po epistemickém statusu morálních intuic. Empirické výzkumy na poli morální psychologie ukazují, že intuice hojně využíváme při morálním hodnocení. Spoléháme se na ně však i jako morální filosofové při testování našich teorií – má-li některá normativní teorie proti-intuitivní důsledky, chápeme to jako její vadu a vice versa. V článku se snažím zodpovědět otázku, zda je taková praxe odvolávání se na morální intuice jako na evidenci ospravedlnitelná – je morální intuice spolehlivým epistemickým kanálem? Nejprve se budu (...) opírat o příbuznou debatu zaměřenou na epistemické intuice, představím tzv. restrikcionistickou výzvu a vysvětlím, z jakého důvodu se zaměřuji na morální intuice. V následující sekci předložím dle mého názoru nejsilnější linii útoku na epistemickou spolehlivost morálních intuic – argument z intuitivní nestability. Dříve jsme nevycházeli z úžasu nad zprávami o masivních rozdílech mezi námi Zápaďany a obyvateli exotických krajin, kterými nás ze svých terénních výzkumů zásobovali etnografové a antropologové. Dnes to jsou především morální psychologové a experimentální filosofové, kteří nás udivují ještě více odhalováním značné variability v intuicích – tentokrát však nejen mezi civilizovanými a domorodými lidmi, nýbrž i v srdci naší vlastní kultury. V další části tak předložím jednoduchou typologii intuitivní nestability a představím v současnosti již značně rozsáhlý soubor dat, který dokumentuje právě tuto neblahou vlastnost morálních intuic. Na jejich základě pak ve finální sekci dospěji k závěru, že morální intuice nejsou schopné dostát epistemickým nárokům, které klademe na jiné informační zdroje (např. smyslové vnímání), a jako takové nemohou sehrávat svou domnělou evidenční roli. V úplném závěru předložím předběžné poznámky týkající se možnosti využívat morálních intuic spíše jako zdroje motivace a za tím účelem navrhnu obrátit filosofickou praxi testování normativních teorií naruby.
